   **Describe the bug**
   after load balance a topic partition storage size didn't  auto clean ，pulsar 
version 2.8.1
   
   **To Reproduce**
   At that time only adjusted the same machine's ZK memory, from the monitoring 
is triggered load balance。retation config：size -1 ，time 24h
   monitoring
