I am seeing 404. it seems to me that there is no topic reference - https://github.com/apache/incubator-pulsar/blob/master/pulsar-broker/src/main/java/org/apache/pulsar/broker/admin/impl/PersistentTopicsBase.java#L642 so it doesn't actually touch the skip-all logic.
