   OS: Ubuntu 22.04
   
   ### RocketMQ version
   
   5.4.0
   
   ### JDK Version
   
   Open Jdk 8
   
   ### Describe the Bug
   
   When the count of topic or subscription is bigger than 2000, slave can not 
sync all data.
   Master's log:

   ### Steps to Reproduce
   
   1. Set storeType=defaultRocksdb
   2. Start one master and one slave, .
   3. Create more than 2000 topics in broker.
   4. Use command to check topics: `./mqadmin rocksDBConfigToJson -p 
../data/config -t topics`
   
   ### What Did You Expect to See?
   
   All the topics in master should be existed in slave.
   
   ### What Did You See Instead?
   
   Some topics are not in slave.
   
   ### Additional Context
