Re-scoped this PR as requested. The updated branch now has no changes under `web/src/pages/home/`; it retains only Mock/AI workspace stability, tool discovery fallback, theme-safe AI rendering, and LLM-model refresh behavior. Verification: `ToolGatewayServiceTest` passes; AI message/page and LLM settings tests pass (12/12); `npm run lint` has no errors (one unrelated existing warning in `instance/topic.tsx`). -- This is an automated message from the Apache Git Service.
