Thanks for the change. We're closing this one: it is a resubmission of #2189, which we declined after discussion. As noted there, broker health should reflect the broker's own runtime state rather than the availability of an observability pipeline — this revision only changes the aggregation expression without switching to a broker-runtime-based approach, so the original concern remains.
