### Summary
Adds the first dedicated unit test suite for `SystemAlertVO`, the
alert-event row rendered by the system alert feed.
The builder ships an empty label map default. The tests pin the fresh-alert
defaults and the fully populated alert shape.
### Changes

`server/src/test/java/org/apache/rocketmq/studio/ops/alert/SystemAlertVOTest.java`
- `builderDefaultsDescribeFreshAlert`: empty labels, unacknowledged, not
suppressed.
- `allArgsCarryAlertState`: level, acknowledgement, domain, labels and
suppression fields round-trip.
### Testing
- `mvn -B test -Dtest=SystemAlertVOTest` passes (2 tests, all green).
