### Which Issue(s) This PR Fixes - Fixes #5098 ### Brief Description - Route browser-local one-time maintenance-window values through the same IANA-aware conversion used by recurring windows. - Reject wall-clock values that do not exist during a daylight-saving spring-forward gap instead of allowing JavaScript to normalize them silently. - Add regression coverage for both a skipped local time and a valid local time around the transition. ### How Did You Test This Change? - `npm test -- --run src/utils/timeZone.test.ts src/pages/ops/__tests__/SystemAlertsPage.test.tsx` — 2 files, 27 tests passed. - `npm run lint` — 0 errors (11 pre-existing warnings). - `prettier --check` on the three changed files — passed. - `tsc -b` — passed. - `npm run build` — TypeScript and Vite transformation completed (8097 modules); the existing distribution-license check then rejected the verified `toggle-selection` source/license text, unrelated to this change. ### Checklist - [x] One coherent change; unrelated modifications are not bundled in - [x] Commit subject follows Conventional Commits (`fix:`) - [x] Tests added for the behavior change - [x] No new UI text was added - [x] No new source files were added; existing ASF headers remain intact - [ ] Architecture constraints stay green (backend architecture is not touched) - [ ] Documentation touched (no user-facing workflow or API changed) -- This is an automated message from the Apache Git Service.
