CI on head `fe2f435` stops before starting any jobs ([run and annotation](https://github.com/apache/rocketmq-dashboard/actions/runs/36146256197)). GitHub reports that `docker/setup-buildx-action@v3` and `docker/build-push-action@v6` are not allowed by this repository's Actions policy. This PR does not change `.github/workflows/ci.yml`; both references are already present in the base workflow. Could a maintainer help resolve the policy/workflow mismatch so CI can run? No upstream build or test result is available yet.
