### Which Issue(s) This PR Fixes Fixes #5225 ### Brief Description `formatTime` rendered the epoch-millis create/last-active instants with `Date.toLocaleString()`: locale-dependent, silently browser-local, no zone label. It now routes through `formatUtcDateTime` like the alert surfaces (viewer zone, labeled), keeping `-` for invalid provider values. ### How Did You Test This Change `npx vitest run src/pages/studio/__tests__/LiteTopic.test.tsx` — 14/14 green; the formatting test now pins the zone-labeled shape instead of `toLocaleString` equality. -- This is an automated message from the Apache Git Service.
