### Which Issue(s) This PR Fixes - Fixes #5374 ### Brief Description The user-management page now clears rows and total when its latest filtered list request fails, so a previous filter's accounts cannot remain actionable. Synchronous guards and modal loading states prevent repeat create-user and password-reset requests while a mutation is pending.
