### Which Issue(s) This PR Fixes
- Fixes #5516
### Brief Description
Localizes the last seven pages with hardcoded strings, completing the
console-wide i18n sweep started by the topic (#5507) and DLQ (#5512)
localizations:
- **certs.tsx**: the whole page — a new `certs.*` section with ~30 keys
(columns, status tags, create modal, local-storage notice, toasts with `{id}`
interpolation); reuses
`common.actions`/`common.delete`/`common.cancel`/`common.all`.
- **AboutTab.tsx**: a new `about.*` section for the description labels and
link captions.
- **audit.tsx**: four failure toasts plus the cleanup modal's days suffix
(`audit.loadFailed`, `audit.summaryLoadFailed`, `audit.cleanupFailed`,
`audit.exportFailed`, `audit.cleanupDaysSuffix`).
- **clients.tsx**: `clients.loadFailed` default and the `common.retry`
button.
- **acl.tsx**: `acl.secretLoading` for the secret reveal placeholder.
- **dashboard.tsx**: `dashboard.loadFailed`/`loadFailedDescription` alert
and the `common.retry` button.
- **Composer.tsx**: the six quick-prompt chips become
`ai.composer.quickAction.*` keys; the label and the text inserted into the
draft both follow the display language, and the prop still accepts raw strings
(`t()` passes unknown strings through unchanged).
The zh text is byte-identical to what was hardcoded, so Chinese-locale users
see no change.
### Verification
- `npx vitest run` on all seven pages' test suites (`K8sCertsPage`,
`ClientsPage`, `AboutTab`, `DashboardPage`, `AuditPage`, `AclPage`, `AiPage`) —
all pass (they assert behavior, not these strings)
- `npx eslint` on all changed files — 0 errors (5
`react-hooks/exhaustive-deps` warnings on `t`, the same class the other
localized pages carry)
- `npx tsc --noEmit` — clean
- Key audit: all 265 referenced keys exist in `translations.ts`; no
duplicate keys among the 2268 total
