   ## Description
   
   The alert rules pagination renders its total via 
(`web/src/pages/ops/alerts.tsx:1048`):
   
   ```tsx
   showTotal={(total) => t('alerts.totalRules', { count: total })}
   ```
   
   But the `alerts.totalRules` template (`translations.ts:887`) is `{ zh: 
'规则总数', en: 'Total Rules' }` — **no `{count}` placeholder** (it doubles as the 
plain label of the header card at line 918, where the count is rendered as a 
separate element). The i18n `t()` only substitutes `{key}` occurrences, so the 
passed `count` is silently dropped and the pagination total reads "Total Rules" 
with **no number**.
   
   Every other paginated page shows the count — e.g. the deliveries page uses 
`showTotal: (count) => \`${t('common.total')} ${count}\`` ("共 42").
   
   ## Impact
   
   The alert rules list's pagination never tells the user how many rules exist; 
the label is displayed where a count is expected.
   
   ## Expected behavior
   
   Append the count explicitly (keeping the domain label): `` 
showTotal={(total) => `${t('alerts.totalRules')} ${total}`} `` — "Total Rules 
42" / "规则总数 42".
   
   ## Environment
   
   - branch: master (0228dad5)
   - file: `web/src/pages/ops/alerts.tsx` (pagination at ~1048)
