When it ran, markRunning wrote RUNNING over the terminal row, leaving an active row nobody owns: every later turn of the conversation was refused 409 until the orphan sweep reaped it. execute() now returns before touching the row when the context is already terminal, so the only writer of the terminal state stays the only writer.
