### What
`BrokerDescribeOutput` — the single-broker full view, replica-group detail
merged with runtime statistics (decision 20) — had no test. This adds
`BrokerDescribeOutputTest` with 3 tests.
### What is pinned
- every field maps through: identity, version, status, the disk-usage ratio,
the in/out TPS, the daily put/get counters for today and yesterday, and the
runtime-stats flag;
- **the `runtimeStatsAvailable` flag travels untouched**: `false` means the
zeroed counters are *not collected*, not *measured zero* — the
honest-degradation seam of the describe view;
- a maintenance broker carries its status through.
### Verification
- New tests on unmodified code: **3/3 green**, checkstyle clean (`mvn test
-Dtest=BrokerDescribeOutputTest`).
- Discriminating mutations on `BrokerDescribeOutput`, build result verified
red each time:
1. the runtime flag hardcoded to `true` so degraded brokers lie about
having statistics — red;
2. the disk usage rescaled to percent — red;
3. the today/yesterday put counters swapped — red.
- Restored: 3/3 green. Test-only change; no product code touched.
