fix(ai): enforce the backend's 8192-char message budget client-side

AiMessageDTO caps a message at 8192 characters (@Size(max = 8192), the
same budget AiRunService enforces), and the controller turns a longer
prompt into an in-stream refusal the run never starts from - but the
composer textarea had no maxLength and buildMessageRequest forwarded
any length, so pasting a long stack trace always failed with no
explanation. Export the budget, refuse to build an over-budget request,
and cap the textarea so the refusal path is a safety net rather than
the user experience.

Closes #5611

Review adjustments (lizhimins):
- Reuse hooks/useComposerDraft's MAX_COMPOSER_DRAFT_CHARS (8192) instead
of adding a second constant; the existing intent - typed text is left
alone and the server stays the authority on the send path - is
  unchanged.
- Drop the buildMessageRequest throw guard (it was unhandled at both
call sites) and keep only the textarea maxLength; home/index.tsx
reuses the same Composer, so both entry points clamp typed text.
- The test imports the real constant (pinned to the backend 8192-char
budget) instead of redeclaring it locally, and now lives in the
  existing Composer.test.tsx.
- Restore trailing newlines on all touched files.
