## What is the purpose of the change Fixes #5788. A failed transcript fetch currently looks like an empty conversation and offers no recovery. Surface the failure in the AI page and let the operator retry. ## Brief changelog - Render an error notice with localized Chinese/English text and a retry button. - Suppress the welcome panel on failed transcript loads. - Distinguish no error (null) from an error without a message, so the fallback remains visible. - Cover failures with and without messages and successful retry recovery. ## Verifying this change - Both new page regressions failed before the fix because no error/retry control was rendered. - AiPage and useConversationTimeline suites: 28 tests passed. - TypeScript app check, changed-file ESLint, and git diff --check passed. - Full app build and backend tests were not rerun. ## AI assistance AI assisted with tracing the hook-to-page error contract, drafting the UI and regression tests, and reviewing test results.
