The http engine has no agent CLI - streamHttp goes straight to the OpenAI-compatible client - so it never reads the workspace, yet a workspace configuration problem (an unusable workspace-dir, a bound instance whose credential is gone) failed the whole turn before a token was generated, and an unbound conversation collected a tools-unavailable warning on every plain chat turn. The http engine no longer prepares a workspace and no longer gets the degraded notice; the agent engines keep both, unchanged.
