Four tests pin: every field round-trips through the builder; a built broker defaults to runtimeStatsAvailable=true (a broker is presumed to expose runtime statistics until the producer says otherwise); an empty broker reports zeroed counters; and a broker without runtime statistics can be flagged. Discriminating mutations (build result verified): the builder default flipped to false (red). Restored: 4/4 green.
