### What `SocketProxyHealthProbe` decides whether a proxy node is up via a plain TCP connect (so it also works for gRPC-only proxies). It had no test. This adds 4 tests. ### What is pinned - **a listening local port is reachable with a non-negative latency** (probed against a real loopback listener); - **a closed local port is unreachable with the `-1` sentinel** latency; - the `ProbeResult` factories: `unreachable()` uses the sentinel, and **`reachable(latency)` clamps a negative latency to zero**. ### Verification - New tests on unmodified code: **4/4 green**, checkstyle clean. - Discriminating mutation: the reachable branch swapped for unreachable (red). - Restored: 4/4 green.
