This defect was reported earlier as #4964 ("Notification delivery
bookkeeping timestamps are written by the MySQL clock while the rest of the row
is UTC") with PR #4949. Neither was rejected on its merits: the issue and the
PR were both **closed by the stale bot** — `not_planned`,
`github-actions[bot]`, "no activity for 7 days" — so the defect was never fixed
and no other open issue or PR covers it. This issue re-raises it with a
regression test and PR #5914; the previous attempt is kept here only as history.
