   ### Problem
   
   The DLQ retry modal can be cancelled while `resendDLQ` is in flight. 
Cancelling the modal does not cancel the backend resend. An operator can then 
open another group's retry modal; when the first request finishes, its 
completion handler closes the newer modal and clears its draft. The ability to 
dismiss an irreversible resend in progress also obscures whether it actually 
completed.
   
   ### Reproduction
   
   1. Open a DLQ group's Retry Messages modal, enter a target topic, and submit.
   2. Hold the `resendDLQ` response.
   3. The Cancel button remains enabled and can dismiss the modal while the 
resend continues.
   4. Open another group's modal, then let the first request complete. The 
older completion closes the newer modal.
   
   ### Expected
   
   Keep the active retry modal open until its resend completes. Disable all 
dismissal paths during the request; the existing instance-switch guard still 
invalidates a request belonging to a previous instance.
