### What `OpsNameServerDTO` carries the NameServer address list the operations endpoint installs. It had no test. This adds 3 tests. ### What is pinned - an address list is valid and round-trips; - **a missing address is rejected**, and **a blank address is rejected** — an absent list must fail validation instead of silently pointing every client at nothing. ### Verification - New tests on unmodified code: **3/3 green**, checkstyle clean. - Discriminating mutation: `@NotBlank` inverted to `@Null` so the valid case reddened and the missing case flipped (red). - Restored: 3/3 green.
