Addressed in ce0ac070ea5701ba467f8d2deda87a7a12625a75. Removed the CI workflow hunk, leaving wiring to committers. The update guide now explicitly requires running `python3 server/scripts/docker_downloads_test.py` manually before any pinned digest or download command change and again afterward, and states that CI does not currently execute it. The checksum implementation and digests are unchanged. All 15 Python tests pass; the pre-hardening Dockerfile fails all 18 integrity subcases. Full server image builds remain unverified, and the existing binary-license gate is not addressed here. The broader tracking issue is #6025 (continuation of #5378).
