   The retention purge compared a JVM UTC cutoff against 
gmt_create/gmt_modified columns filled by the database defaults (DEFAULT / ON 
UPDATE CURRENT_TIMESTAMP), which run in the session timezone. Every outbox 
write now stamps those columns explicitly from the service's UTC clock, so 
terminal deliveries are purged after the configured retention instead of hours 
early or late.
