[ISSUE #D6] Skip queueData of unregistered broker instead of aborting 
queryRoute loop

queryRoute breaks out of the queueData loop as soon as one queueData's
brokerName has no matching BrokerData entry, so a single stale queueData
makes the whole query return an empty queue list even though every other
broker in the route is healthy and writable. A broker that just
unregistered while its queueData was still present in the route (the
route is assembled from queueTable and brokerAddrTable independently in
namesrv pickupTopicRouteData) therefore makes clients see a topic with
zero queues and fail all sends until the next route refresh.

Skip only the orphan queueData, like queryAssignment already does for
the same condition.
