group

scanNotActiveChannel removes an expired consumer group from
consumerTable without clearing its topicGroupTable entries or firing
the UNREGISTER listener event, unlike unregisterConsumer and
doChannelCloseEvent which do both when they remove a group. As a
result queryTopicConsumeByWho keeps returning long-dead groups forever
(and their consumer filter registrations are never released), so e.g.
QUERY_TOPIC_CONSUME_BY_WHO reports consumers of a topic that went
offline weeks ago.

Match the other removal paths: fire UNREGISTER and call
clearTopicGroupTable after removing the group.
