conversion

topicRouteData2TopicPublishInfo parses each orderTopicConf segment with
split(":")[1] and Integer.parseInt without any guard, so a segment
without the brokerName:queueNum shape (or with a non-numeric count)
throws ArrayIndexOutOfBoundsException/NumberFormatException. The method
is called from updateTopicRouteInfoFromNameServer, whose catch clauses
only cover MQClientException/RemotingException, so the raw runtime
exception escapes through the route refresh: the topic never gets
publish info, producers keep failing to select queues for it, and the
only trace is an unrelated-looking stack trace in the client log.

orderTopicConf is a manually configured string stored on the nameserver;
a single mistyped segment should only drop its own queues and keep the
remaining valid brokers routable.
