A broker that just unregistered while its queueData was still present in the route (the route is assembled from queueTable and brokerAddrTable independently in namesrv pickupTopicRouteData) therefore makes clients see a topic with zero queues and fail all sends until the next route refresh. Skip only the orphan queueData, like queryAssignment already does for the same condition.
