### What CreateAclUserDTO carries an ACL user registration. It had no test. This pins: the username is required (blank counts as missing), a minimal create is valid, and toAclUserVO() carries the form fields while a created user has no id and the routing instance id never leaks into the view. ### Verification - New tests on unmodified code: **3/3 green**, checkstyle clean. - Discriminating mutation: the required username constraint inverted (red). - Restored: green.
