### What PlanDescription is the shared template tool plans are built from. It had no test. This pins: the impact and warning lists are defensively copied; builder() formats the summary with the caller's arguments (String.formatted); and the builder seeds every impact and warning onto the plan. ### Verification - New tests on unmodified code: **3/3 green**, checkstyle clean. - Discriminating mutations: the defensive copy dropped and the summary formatting removed (red). - Restored: green.
