### What BrokerConfigUpdateFailureVO reports one broker that could not be updated - the per-broker detail the diff view shows next to the successful ones. It had no test. This pins: the address and reason round-trip through the builder, and as an @Value type two reports of the same address and reason are equal. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (immutable @Value carrier). - Restored: green.
