### What AclClusterConfigVO is the store-level summary of a cluster's ACL configuration. It had no test. This pins: the cluster identity, ACL enablement, version, whitelist and the account list with its denormalized count round-trip, and a fresh summary reads as ACL-disabled with no accounts - the safe reading for a cluster nobody configured. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: the aclEnabled default flipped to true (red). - Restored: green.
