## Problem The server binary license gate still rejects the packaged JAR on the current `rocketmq-studio` branch. In the [2026-10-10 upstream backend build](https://github.com/apache/rocketmq-dashboard/actions/runs/38031714207), the gate reported 164 bundled dependency JARs without complete upstream LICENSE/COPYING materials and a missing original Spring Boot loader LICENSE/NOTICE. Compilation and repackaging finished before this check failed. Issue #5085 recorded the same underlying problem but was closed without a change to the packaged dependency materials. The proposed build-phase adjustment in PR #5341 can restore ordinary `mvn package` and PR build checks; it does not supply the missing materials or establish that the server image is ready to redistribute. ## Completion criteria - Inventory the dependency JARs actually bundled in the server artifact, including exact versions and the license and notice materials present in each. - Supply and verify the missing original upstream materials for the exact bundled artifacts, including the Spring Boot loader, under a maintainable source-backed process. - Keep the binary gate failing for missing, changed, or unverified materials, and run it in the release and server-image packaging path. - Verify the real packaged JAR and the final server image, in addition to focused tests of the gate.
