### What SystemAlertQuery is the server-side filter set for the paged alert-event feed. It had no test. This pins: every filter field round-trips, and the paging convenience constructor leaves the suppression filter unset - "not filtering by suppression" and "filtering for unsuppressed" are different questions. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: the convenience constructor's suppression default changed from null to FALSE (red). - Restored: green.
