### What AiAgentCapabilitiesVO decides which engines the new-conversation picker offers. It had no test. This pins: every flag round-trips, and a fresh view offers nothing - every flag defaults false so the UI never advertises an engine the runtime probe has not confirmed. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: the rmqctl default flipped to true (red). - Restored: green.
