   ### Which Issue(s) This PR Fixes

   Fixes #6356

   ### Brief Description

A failed LiteTopic capability request is currently reported as confirmed
lack of support, with no recovery action. Distinguish a failed check from an
actual unsupported response and offer a guarded Retry with Chinese/English
messages.

Retry re-enters the capability bootstrap, keeps operations unavailable until
capability is confirmed, preserves the latest submitted filter, and restores
the full namespace choices. Existing request-generation and unmount guards
prevent stale completions from changing the page.

   ### How Did You Test This Change?

   Base: rocketmq-studio at 779b8c0e7aed2396d3cc72743dcd544ea48e9ae6.

   - Six new component regressions fail against unchanged production: recovery,
repeated failure, confirmed unsupported on retry, unmount, filter/namespace
restoration, and English messaging.
   - `node node_modules/vitest/vitest.mjs run --maxWorkers=1
src/pages/studio/__tests__/LiteTopic.test.tsx src/api/liteTopic.test.ts`: 2
files / 31 tests passed (23 page, 8 API).
   - Full lint: 0 errors, 10 existing warnings. Changed-file lint/Prettier and
`git diff --check` passed.
   - TypeScript and Vite production build passed; license check passed with 133
components / 140 files. Final test-selector/mock-isolation adjustments were
checked again with TypeScript and the related suite.
   - Independent review checked retry ownership, stale completions, unsupported
behavior and filter restoration.
   - Mocked APIs only; no live broker or credentials. Full frontend
suite/backend tests were not run locally. CI is pending verification.
