### Related Replaces #5356, which the inactivity workflow closed. GitHub rejected reopening the original PR. Related to #5263. ### Change The mock system alerts used clock fragments such as `18:15`, while the alert API returns UTC date-time strings. The alert page formatter cannot render those fragments, so mock alerts show an empty time. Update the three mock rows to full date-time values and add a contract test for the API shape, rendering, and alert levels.
