### What LiteTopicQuotaVO is the quota block the lite-topic pages render. It had no test. This pins: the current/max pairs for topics, sessions and creation rate, the derived usage rates, the TTL bounds and the remaining quota round-trip through the builder; a minimal quota carries no limits. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (Lombok view). - Restored: green.
