### Which Issue(s) This PR Fixes - Fixes #11402 ### Brief Description Add `TopicSysFlagTest` and `SubscriptionSysFlagTest` in `common`, covering: - `buildSysFlag` for all parameter combinations - set / has / clear round trip and idempotency for each flag - clearing one flag in `TopicSysFlag` does not affect the other - unrelated bits are preserved Test-only change, no production code modified. ### How Did You Test This Change? `mvn -pl common -Dtest='TopicSysFlagTest,SubscriptionSysFlagTest' test`: 8 tests, all passed. -- This is an automated message from the Apache Git Service.
