A JSON threshold such as `1e309` decodes to infinity and previously passed
alert rule validation. Reject NaN and infinities in the HTTP DTO and shared
rule policy, and validate every import candidate before any rule creation.
Explicit JSON null is rejected instead of becoming zero; omitted thresholds,
finite negative values, signed zero, Double.MAX_VALUE and UNAVAILABLE rules
retain their existing behavior.

   This is an input-side follow-up to #1431 / #1432 (consolidated into #1420).
The existing PromQL export fallback for legacy data remains in place. It does
not change large finite export formatting or signed-zero comparisons. Current
MCP alert tools are read-only, so no write-tool contract changes are needed.

   Fixes #6608

   Validation:
   - Regression suite: baseline 142 tests with 7 failures; final targeted DTO,
policy, service, transfer, both MVC controllers and trial service: 148 passed.
Invalid create/update/import/trial inputs are rejected before writes, audits or
collection.
   - ECS Java 21: the actual compiled DTO/policy JUnit tests against baseline
bytecode produce 3 failures; final bytecode passes all 22. Dependencies
verified against local compilation dependencies where available.
   - Full backend suite with official Apache dependency cache and dev/H2
profile: 3,534 run, zero failures/errors, 3 skipped; includes architecture and
Checkstyle checks.
   - Official-dependency package build and binary license gate passed (278
components); git diff --check passed.

Limits: the default MySQL-profile suite cannot load its integration contexts
in this environment, and one earlier dev run hit the existing H2
concurrent-startup migration race; the final official-dependency dev run
passed. No real MySQL/Broker/Proxy integration or Docker image build is claimed.
