   ## Problem

`rmqctl/scripts/package-release.sh` rejects an existing Windows ZIP release
artifact, but the Unix `tar.gz` branch overwrites an existing archive with the
same OS, architecture, and version. Rerunning a packaging job can silently
replace a previously generated release artifact while leaving the same filename.

   ## Expected behavior

Both archive formats should reject an existing target path before writing
it. A failed retry should leave the original archive bytes intact.

   ## Reproduction

Create an existing `rmqctl-linux-amd64-1.0.0.tar.gz` in the package output
directory, then invoke `package-release.sh` for `linux amd64 1.0.0` with valid
binary/legal/completion inputs. The current Unix branch invokes `tar czf`
directly against that path and replaces it.
