test(acl): give the UTC wire-format fixture its required resourceType
(#7081)
#6686 added a listAclRules fixture that omits resourceType, which AclRule
requires. vitest transpiles without type checking so the suite stayed green,
but `tsc -b` (the frontend build gate) failed on the merged trunk.
