## Summary - expose the existing physical clusterId filter in mq.topic.list`n- expose the same filter in mq.group.list`n- add catalog and deterministic handler forwarding coverage ## Rationale The REST and MetadataService paths already support cluster-scoped listing. Without this input, MCP callers cannot constrain topic or consumer-group results when an instance contains multiple physical clusters. ## Scope The change is limited to the MCP input records, handlers, catalog schemas, and contract tests.
