Withdrawing this: the 2026-10-19 batch merged #6719, which already drops the stale records and summary on a failed read, and the audit page tests that came with it assert the state this branch was adding a banner for. Keeping the PR would mean rewriting those merged expectations, so the remaining half is not worth a conflicting PR.
