   ### Which Issue(s) This PR Fixes

   Fixes #7273.

   ### Brief Description

A long DLQ producer error can put an emoji across the existing
failure-reason cut, returning half a surrogate pair. Back off the cut by one
UTF-16 unit when needed, preserving the 256-unit response limit, normalization,
suffix and failure accounting.

Add ten public resend-path regressions for adjacent Unicode cut positions,
short normalized Unicode text and ASCII limits, covering both individual sends
and producer-session failures. Clarify the existing limit in the API
documentation. This complements the structured failure details introduced by
#4817; #4692 addressed other Unicode bounds.

   ### How Did You Test This Change?

   - JDK 21: `mvn -B -ntp
-Dtest=RocketMQDLQProviderTest,RocketMQDLQPayloadBudgetTest,DLQControllerTest
test`: 123 passed.
   - `mvn -B -ntp clean package -DskipTests`: production/test source
compilation and Checkstyle passed; the local dependency-license gate rejected a
RocksDB artifact selected by a cached RocketMQ POM that differs from Maven
Central. Repository dependencies are unchanged; clean ECS verification is
pending.
   - Draft while the clean Linux/ECS fail-before/fix-after validation and
standard CI finish. No live Broker or database claim; resend tests use mocked
clients.
