### What does this PR do? `MetadataService.consumerGroupConfigurations` filtered the provider results with the raw caller name while the provider search itself trims via `normalizeFilter`, so a padded group name (accepted by the `rmq.group.detail` input schema, passed verbatim by `GroupDetailToolHandler`) found the group but failed the exact match and reported 404 for an existing group; a blank name returned 404 instead of the 400 every sibling read path throws. The name is now normalized with `requireName` before searching and matching, the same way `findConsumerGroup` already does. Two regression tests cover the padded and blank cases (both fail on the unfixed code). Fixes #7283 -- This is an automated message from the Apache Git Service.
