Check the token first, like ProcessQueueImpl checks consumer.isRunning() before receiving. Queue actors were shut down one by one, each waiting for its in-flight long polling request, so the waits added up across queues. Shut them down concurrently, so shutdown takes about one long polling timeout in total, like PushConsumerImpl#waitingReceiveRequestFinished. Depends on #1404 and #1381.
