    Resolution: Not A Problem

We have default categories for new blogs today in roller.properties.  I would 
say it's rare when *every single* employee (managers, marketing, techies) will 
have the same categories, so I don't think providing a flag preventing 
modification of categories (which would have to apply to 100% of bloggers) 
would get much use.  Administrators/managers still need to check what employees 
are blogging (by far the greater problem), and inappropriate categories are an 
easy part of that check.
