Resolution: Not A Problem
We have default categories for new blogs today in roller.properties. I would
say it's rare when *every single* employee (managers, marketing, techies) will
have the same categories, so I don't think providing a flag preventing
modification of categories (which would have to apply to 100% of bloggers)
would get much use. Administrators/managers still need to check what employees
are blogging (by far the greater problem), and inappropriate categories are an
easy part of that check.

> Instead of allowing every blog to have it's own category tree, we should
> allow adminsitrators to configure Roller so that has one site-wide shared
> category tree.
