Resolution: Won't Fix
With Atom/RSS feeds ordered by publication date rather than update date (as I
believe they are) this should not be a problem. If you are having significant
changes to an old blog article that you want everyone to know about it could be
better handled by republishing the blog entry with the same URL but today's
timestamp. See here:

This also prevents the problem I mentioned earlier of people circumventing
notice of major changes just by selecting the "minor edit" box.
