Oh, users.registration.enabled is not a deployment property (i.e., those in
roller.properties which can be subsequently overridden in
roller-custom.properties) but a runtime property, i.e. configurable on the
Roller server administration page and can be turned off and on as desired. So
there's no bug here, the problem is just that it wasn't documented in the
Install guide (ROL-2013). I'm holding this issue open though to look into the
username, screenname and email part you mentioned earlier.
